Please release open source vanilla rsync bins (+installer) for Windows 10 1809+

Now that Windows 10 1809+ has a built-in OpenSSH Server, it's important that we have rsync that can be used from PowerShell and cmd.exe. This will facilitate cross platform rsync as well as Windows to Windows rsync for those of us who want such functionality vs going through WSL. See:

Could you please release a native rsync bin package that can be pathed out to allow ssh to use it natively?

The rsync implementation used by Acrosync is actually released under the RPL:
https://github.com/gilbertchen/acrosync-library
. The RPL is accepted by the OSI as an open source license.
